Just a hunch. Locate the cooling fan relay. It's probably located in the engine compartment under the hood in a black box marked fuses and relays. Tap the cooling fan relay and see if the fans stop running. If not, try to switch the relay with an identical relay from another non-esential item in that relay box and see if that helps. If either of these tests solve the problem, you know you need a new relay.

Is your Camry a V6 or I4? This is a common problem on the V6 models (not sure about the 4-bangers), so it's entirely possible that the scrap yard relay is no good.

Take the wire from fan sensor switch and connect it to the engine ground with jumper.
Turn ignition on
If fans are running now, the high pressure switch in a/c system is stuck closed, if fans are not running, replace the fans' sensor switch.
