DX Camry 91- Auto Seat Belts Don't Work?

Hello everyone,
I have DX Camry 1991, 4 Cyl.
Last month, I changed a new alternator into my car.
Before I changed, I forgot to disconnect the nagative cable from the battery so that I saw a little spark when I disconnected the cable to the alternator.

Then, I replaced a new alternator in and car ran fine. However, later on, I discovered the auto seat belts and auto door locks only work when the engine is on. They don't work when the engine is off. (this problem didn't happen before I changed the alternator.)

Please give me a hand - please point out the problem and please show me how to fix this problem.

Yes, I thought so, too. I have checked some fuses, but they are good. I think it causes by a fuse which I don't know where!

It sounds more serious than a fuse. If it was a fuse they wouldn't work regardless of the car being on or off.

Turn on the parking lights with engine not running, then start the engine; if lights were dim when engine was off but are brighter with engine running,
verify that battery connections [especially ground to the body] are in the good condition]
