91 Camry A140 Trans Stuck in first gear

My 1991 Toyota Camry all of a sudden won't go faster than first gear so now I can only get to 27 mph at high rpm in low geae, its really not so great. Any one know what the problem might be? Any help would be much appreciated, Thanks! Its a 4 cylinder 2.0 with the A140 Automatic Transmission..actually the shifter goes through all gears and i can drive in reverse and put it in park and neutral but when i pit it in 2 or D when it gets to the point where it should shift up it wont do much but rev...

Assuming that fluid level is not low, then
If you have a140 L tranny the governor is broken [possible cut gear]
If it is a140e it can be stuck 1-2 shift valve or bad speed sensors [both must fail]

Where might one buy a governor valve for a 1987 Celica transmission A140L? I have googled and everything and cannot find one. Dealership only?

I know this is an older thread, but I had the same symptoms (only going into 1st and Reverse) on a 1987 Celica and I fixed this problem yesterday. It was indeed the governor, obtained locally at a transmission parts store for only about $40. To seem like such an obscure part, yet be stocked regularly at this parts place, it must be something they sell at least a few times a year. Out of 5 different Toyotas I have maintained and worked on, this is the first "weak" design I have happened across.
