87 Camry Running Light Problem

All,
First I would like to say thanx in advance. I just aquired an 87 Camry with a running light problem. The running lights worked most of the time now they are completely dead (got fix it ticket). All other lights work fine including brake lights. So here is what I did.

1) Replaced all bulbs in the rear.
2) Checked fuses they were good.
3) Checked taillight relay with and without power it tested good.
4) Replaced light switch on steering column.
5) Checked most of the wiring no shorts found. I did notice someone removed the light failure switch from the trunk.

Any suggestions ???

Thanks for the looks anyway. Didnt think this one would stump the nation. I found the issue.
