Wiper problem

Hi folks, first post to this forum and I could use a little help.
I have a 1990 Camry and am having a problem with the wipers and washers, neither work !!! The fuses are all good and I am getting voltage to one of the four terminals on the wiper motor when the switch is activated but nothing to the remaining three in any switch position. The PO swapped out both the motor and switch units with supposedly tested used parts but to no avail. I would like to get these issues resolved as this will be sons first car and I need to get it inspected. Any clues as to why both the washer and wiper functions are dead ?

Go to the www.camrystuff.com, select gen 2 manuals and open the the electrical wiring diagram PDF file;
scroll down to pages 98 and 99.
Find out on if you are getting power to the motor blue wire without tracer with ignition on and

Check if you have 12 v beween terminal 18 on the switch connector and a ground [backprobe when connected]

I just found more manuals than I ever thought I could find. Even found out specifically how to test my wiper switch. Thanks so much!
