Probably one of the filaments are broken. There's a running light filament and a braking one that is brighter. Replace the whole bulb.

All the bulbs? or just one bulb is not working?

If its all the lights its not a 'filament' but could be an issue with the fuses, wiring, etc.

Check the stop light bulbs, as that's what he said they were. There's only two of them anyway.

There's only two bulbs with the dual running light and brake light function so I think he should check those two. Weird that both would be out at the same time but I guess those are the chances.

The CHMSL (center high mount stop light) is on only when you brake, there is not a running light feature.
