okay, so i'm reading around and i see that different gen 3s-fe's in diff gen camrys have diff hp ratings. further reading showed me that the specs on the engines remained the same ... ie. compression ratio etc. so i assume it's the maps that are diff. so i'm now pondering, would i be able to plug a later gen ecu from a 3s-fe into my v21 camry system for that added hp ?

The intake and exhaust manifolds are different on some of those cars, and the ignition system might also be different. They may have even added a knock sensor to the Rav4 3s-fe (haven't checked) to get more HP. The various ECUs may or may not work in your car...
