90 camry 4 3S-FE standard not starting, PLEASE HELP

how are you guys doing?

my camry has high milage, 270k pluss but still runs great when it starts, if it starts. if i push it down hill and pop it in 2nd, it will go. if i turn the key, all my accesories and dummy lights turn on , but no click. i thought it was the solenoid, but i tapped it and it didnt return the spring and still no crank so i replaced the starter. no crank, i hotwired it and still no crank so i doubt it is ignition even though the key shook and u could remove it while running (which is why i hotwired it and installed a push button start, which doesnt start it...) i gave my starter direct power from the battery and it turned but didnt engage...i read about the Neutral Start Switch on these cars, but the car still wont start if i juggle the shifter or press my clutch down on all different ways, just no go. the reverse lights do come on but im thinking since my car is manual and not automatic the NSS shouldnt be a problem. the car did this once and i push started it, drove it for 110 miles and it started again, then sat parked and now no go. i know my positive terminal is slightly corroded and i should try takin bakin soda to it and cleaning it, any other suggestions as to what might make it not start unless it is pushstarted? when it is running it runs just dandy, bt it does me no good unless i find hills to park on... thank you for your time

btw, i cant finish my push button start unless i get my starter to crank, i get all my dash lights to come on with a switch but the starter just wont go and I am not looking to buy a new ignition

what are possible things that would let a car make all the dummy lights in the dash turn on but once u move the key over to start it just wont kick? it still starts fine if pushed down a hill and dropped in second gear, but the car just doesn't start on its own? are there any relays or fuses or anything that would stop the car from even cranking when the key is turned?

Assumming that battery is good [professionally load tested]
do the flllowing testscheck battery to starter cable-
disconect small clip-on terminal at the starter solenoid, connect 3.4 Watt test light between it and the ground and make sure that it lights up when you turn the key to start.
if not the clutch start switch or starter relays can be defective.

The problem most likely is the clutch switch.
