Just tighten those castellated nuts up like a normal nut, it'll pull the tie rod ends through the tapered hole. I think it was something like 47Nm?
As for adjusting the toe, just drive carefully to where ever you want to get your wheel alignment done, i suggest somewhere close. You can adjust it yourself, but it won't be anywhere near as accurate as they get with the machines.
When i changed my steering to power steering, the wheels were screeching all the way to the shop. The toe was out that much. Like 2-3cm, when the tolerance is 0.x mm lol. Whenever it went over a bump, it would skip to the left, scary stuff.
