With a cold motor, check the radiator for coolant, not just the overflow bottle. Fill if necessary. It is best to use distilled or de-ionized water to refill the radiator.
There are a few possibilities:
-Stuck closed thermostat
-Leaking radiator cap
-Bad water pump
The first two are easy to fix... the last one requires significant work. Since turning on the heat helped, it is probably the thermostat, but replace the radiator cap while you are doing things (I've had two go on me through the years with various Camrys).
You will also want to verify both fans turn on when you unplug the radiator fan temp switch (located on the thermostat housing under the alternator covered by a rubber boot).
