Gen1 Reverse lights not working

I have a 1989 Toyota Camry LE 4cyl automatic sedan and my reverse lights do not work! All other lights work fine! Checked fuses and replaced all bulbs, replaced wiring harnes in the trunk, still no reverse lights!

Try this....Have someone stand behind your car while you, with your foot on the brake, shift through Park, Reverse, and Drive. If the reverse lights come on for a slightest moment, most likely the Park Neutral Switch needs to be adjusted. It's a matter of loosening and moving the switch, and then retightening it.

No the lights do not come on at all, is the Park Neutral Switch located on the side of the transmission? I was told that if the Park Neutral Switch was bad i would be able to car would start in all gears is that true?

The park neutral safety switch is connected to the throttle cable and the manual shift lever on the transaxle. The switch, in addition to preventing vehicle starts with the transaxle in gear, also actuates the back-up lights.
Did you check the yellow relay box on the left side of the trunk when you replaced the wires?

Your brake lights connect through the yellow box.

This may be your problem if the park neutral safety switch is good and you said you replaced the wiring.
