Have you tried to jump B+ and Fp terminals in the diagniostic connector? With igniition On, 12 V should be present on blue wire at the gas pump

You need to reinstall the air box cause that sends the signal to the circuit open relay that is connected to the frame where the engine ECU is in front of the console near the firewall under the carpet. Hope that helps. I found all this information on ALLdata.com for $15.

The circuit openning relay is the fuel pump relay! See above post for location. [ Close Window ] [ Print Window ] Instrument Panel Components.

fuel pump relay

  1. Unplug the Circuit Opening Relay from its location beside the ECU under the center of the dash.
  2. Using an Ohmmeter, check for continuity between terminals STA and E1.

Testing Circuit Opening Relay

  1. Check that there is continuity between terminals +B and FC. Check that there is NO continuity between terminals +B and FP.
  2. If readings are not as specified, replace the Circuit Opening Relay.
  3. Apply battery current across terminals STA and E1.
  4. Using an Ohmmeter, check that there is continuity between terminals +B and FP.

Testing Circuit Opening Relay Operation

  1. Apply battery current across terminals +B and FC.
  2. Using a voltmeter, check for 12 volts between terminals FP and FC.
  3. If a problem is found, replace the Circuit Opening Relay.

There are 2 relays controlling the fuel pump:
One is EFI relay located in the fuse box near the battery;
Second one is Circuit opening relay located near the engine computer (as mentioned by above posters)
If your CHECK engine light is not on, check the EFI 15A fuse, located next to the relay
and check the ground connector under the driver side head light. If connector is bad the EFI relay will not operate.
