2nd Generation Cruise Control Not Working This will stump ya!

Cruise LIGHT IS ON
Getting Signal from SET terminal YES
Getting Vaccum & no Leaks
All lights on dash work! No E brake or low brake fluid signals
Brake lights work on & off no sticking. assumng pedal switch is ok
swapped out Whole cruise control assembly with one I knew worked

Today checking signals to Cruise assembly and actuator??

Any ideas Thank you
90 camry DX 231k Auto 4 cyl....Very well kept car Everything else on the car works great...even the clock and dome.

PS.. Noticed someone ran a wire from the start wire from ignition to the little clip wire on the solenoid. I assume they were having Neutral Switch issues. IT WILL START NOW IN ANY GEAR Not Safe I Know! I should install a new NS Switch and relay by Dr.J.

Does the cruise control light flash? Does it work for any lenght of time, or no actuation at all?

no flashing everything works like it should but no actuation

Remove vacuum pump motor (from the actuator bracket) and check it

2nd Generation vaccum pump test

Ok this is an update:
  1. Tested the pump(PASSED) by applying 12volt power and checking for proper vaccum.
  2. Testing the actuator (PASSED)with 12 volt as well and made sure the cable moves as I added vaccum.
  3. Tested the switch with 12 volt and made sure I had continuity between terminal 3-4 when adding 12 volt to terminal 3-5 (PASSED).
  4. Tested the speed sensor (PASSED).
  5. Tested brake pedal switch (PASSED)
  6. Tested the E Barke Switch to make sure no signal is being sent (notice the cruise turns fof when you pull the E brake?)
  7. Tested the terminal 5-16 on the set switch (PASSED)
  8. Tested Neutral Safety Switch (PASSED)P & N
I guess my next step is to make sure these signals are getting to the pump from the harness?
Anyway to hotwire the cruise to always to a manual switch on the dash? then just use the set button.
