First make sure the a/c compressor pulley is turning. Then make sure the air is coming on (even though its only blowing hot air). Can you hear or feel it come on when you press the a/c button? Does the engine slow down just a little bit?
You may want to have someone work the switch while you watch the compressor pulley - this pulley comprises two parts. The outer pulley (belt driven) turns all the time the engine turns, but it free-wheels, unless you have the air on. When you switch on the air, the inner pulley locks up to the outer one and turns also. This drives the compressor to give you cold air.
If the compressor functions normally, check the fuse, and the switch.
And if the compressor turns normally, and the fuse and switch work, then the compressor could be broken.
