I see that lower piece all the time when I'm at the wrecking yard. I thought it was pretty common. Like someone said, it's always on a V-6 model. But yes, they're out there.
As for the person who mentioned that bumper not being legal in the U.S., the OP was only asking about the lower valance, not the actual bumper. I wouldn't think there would be any issues with a valance.

As mentioned above, the V6 US models had a similar look. For us non-V6 folks, the lower valence from the 91 was unique. It had the black 'louvers', where the 87-90 had a metal piece. I really like the look of the 91. The 87 is also an oddball because the bumpers are 3-piece (two small trim pieces on the front fenders).

My '88 is the same way with the 3 pieces. My mom has a '91 and I really prefer the look of her valence thinger- going to keep checking for a good one in the junkyard. I plan on swapping my '88 up to the simpler 1-piece setup, as my center section is cracked and they're impossible to find here.
