I did a timing belt change on my 1989 Camry about a year ago and marked the crankshaft pulley with a cutting wheel using my dremel. I did however verify that the outer part of the pulley never moved "before" I marked it. check out the pics below...
This was so I would know if the outer part of the pulley (seperated by rubber from the inner part of the pulley) has moved/turned. I heard from this forum that it can be a problem with the pulley as it gets old. The rubber tends to get dried up and brittle and as a result the outer part of the pulley could turn.

If it has turned and the mark on the crankshaft pulley is used to set the timing, the timing will be off.
Just wanted to pass on this info.
