Hi guys,
New here and I need some help in passing smog test in California for a 1989 Toyota Camry AllTrac. I've read many threads regarding this issue, but the recommendations are all over the place. The first time it failed I replaced a broken ETC, added some some fuel injector cleaner. Tested it and it failed again, almost identical numbers, high HC and CO. The car runs great, sounds good, the engine light does not come on, only when the ETC was bad, once I replaced it went off. I have noticed a decrease in gas mileage, probably getting 18-20 mpg's, not sure what the norm is.
HC - Failed
15MPH Max: 85 Measured: 131
25MPH Max: 67 Measured: 123
CO - Failed
15MPH Max: 54 Measured: 70
25MPH Max: 45 Measured: 71
NO - Passed
15MPH Max: 565 Measured: 61
25MPH Max: 522 Measured: 37

The tech's say it's running too much gas. Recommended I change the O2 sensor's (2), air filter and get a tune up. The timing is at 7 BTDC should be at 10 BTDC, the spark plugs look OK. Anything else I should be looking at?
Will changing the O2 sensors, air filter, tune up really get it fixed?
