89 Camry- Seatbelts do not lock

Hi guys, I'm thoroughly stumped on this part, so hopefully someone can help me out here. About 2 months ago, I noticed upon a hard break on the freeway my seat belt lock up like normal but then give way and go slack immediately after. (Like something broke.) Since then my seat belts do not lock up making it equivalent to driving without a seat belt on. I've discovered it's affected both driverside and passenger, so I'm guessing it's the device that the seat belts run into between the seats. The problem is, I cannot find anything about this problem on the web, and I can't find a part name or instructions on how to replace it. Can anyone help me out here?

The seatbelts do not lock during normal operation. When tugging on them swiftly, they should still move freely.

The only way they lock is under hard accelleration (errr... decelleration). Try tugging on the seatbelts during a hard stop (in a safe area!!) to verify their operation.

I've tried that, and I can say for certainty they do not lock when they should.
