1991 Camry v6 Power Steering Pump removal/Install help! Been on it for a month!

Hey guys, I need help on removing the power steering pump on a 1991 Camry v6. I've been at it on and off now for about a month now since it's been so cold. The main culprit for the removal is the pump is leaking. So far I've :

1. Jack up car
2. Remove apron on passenger side
3. Removed axle for more room
5. Removed the pump swivel bracket and the 2 bolts to it
6. Removed the fluid return hose.

here's where the issue comes in. I'm not able to remove the belt. The pump moves very slightly, but it still feels like something is stopping it from swiveling freely. What am I missing?!

is removing the pulley a must for removing the pump? We tried removing the pulley nut but the whole thing just spins. There is not enough clearance for air tools.

Please help! I'm, trying to help my girlfriend fix this car so she can commute to school this upcoming spring. Thank you

Edit: I also wanted to add that I have a copy of the factory service manual, and that it wasn't really a help in this case.

Have you loosened/removed the pivot bolt for the pump?

The pump is only held it with two bolts - one on the tensioner side and one on the pivot side. Once those are out, just pry it around until it moves. The bracket can sometimes hold it in place until its broken free.

It looks like I missed the bolt on the tensioner side. Does anyone have tips on how to take it off? There is almost no room to work with. The pully is in the way since the bolt is at the top.

There are no holes in the pulley? The power steering setup in my Geo has a "holey" pulley for the ps pump- You simply hand-rotate the pulley until the hole lines up. Perhaps a box wrench will work better for you?

You will need an offset box wrench for the bolt on the timing side. I will be doing this very shortly myself. There isn't enough room for a ratchet. Should be a 14mm.
