Differential inspection cover torque specs; anyone?

1990 Camry 4cly, automatic front wheel drive.

I removed the differential cover to clean out metal fragments, check the gears, and repair the hole in the cover a roller bearing punched through it.

I am ready to install the cover and I wondering how tight to torque it. The bolt looks to be 10mm,

Is that the same as the carrier cover? I couldn't find anything else in the service manual. It says 18ft-lbs. Was there thread sealer on the bolts? Looks like this in the manual.

And yes it had "Red" thread locker on the bolts
