The next step would be to check the wires inside the trunk by the driver's side trunk hinge. Open up that loom and look for freyed or broken wires. The wires in that loom sustain a lot of flexing over the years as the trunk is constantly opened and closed. Eventually they frey and break. This is a common trouble area on all generations of Camry. Fix what you find.

Before you tear that wire harness apart pull out the tailight bulb assembly and check the screw that attaches the bulb base and ground wire to the plastic box.

The screws are often overtightened stripping the plastic and causing the ground wire to no longer be secure.

Also corrosion can get on the ground wire where the screw goes in. When done, just snap the whole plastic box (containing the taillight bulbs) back into the tailight housing.
