Question NO Fuel???

Hello all this is my first post here so. Here we go?
I'm trying to figure out why my 1991 camry with a v6 will not get fuel?
so i replaced the fuel pump/filter recently and have had no luck getting it to fire?
here is what i checked
I checked continuity to all relays and they are all good even the circuit opening relay. I even went as so far as putting 12 volts to the coil of these relays to hear them click and they all did?
now i tried to jumper b+ an FP and that still didn't work.
I'm at a loss here i have a feeling it is the ecu?
cause doesn't that tell me when to send fuel and how do i check that to see if power is going to and power is leaving too?
any help would be great thanks all.

Try jumping the FP terminal direct to the +bat terminal. I've had cars that jumping to the b+ doesnt work at the diagnostic port

With the Fp and B+ connection jumper in place and the key in the 'on' position, check for 12V at the fuel pump connector under the back seat. With it plugged in, check for the fuel pump to make a sound (it should be a quiet whine). You should also be able to hear fuel flowing in the fuel lines in the engine bay.

You need to make sure the pump it working first, if it is, then you need to make sure fuel is getting to the injectors. If it is, then you move on to other things.
