91 Toyota Camry sometimes doesn't start

I have a 4-cylinder 91 Camry with about 220k miles on it. Over the past few months I noticed a strange problem: the car either starts immediately (and runs smoothly) when the turn on the ignition, or sometimes doesn't even start.

Although it doesn't start, the engine does crank. And when I leave the car for about 20 min. and try again, the engine starts (sometimes unwillingly, as before...) but this time runs quite rough. After driving for a few miles engine runs smooth.

This problem seems to get worse with cold weather (I live in the Midwest...).

Does anyone know what could be causing this?

I would like you to check the ECU memory for code #22
if no codes presesent check ignition system
