90' camry tranny problem

my grandpa bought a 1990 camry DX automatic 110,000 +/- miles, about 2 yrs ago with a tranny problem. He got it pretty cheap, and knew it had trans probs when he got it. In drive, itll crawl , but it will not start to move until about 3000 RPM, and still moves at a snail pace, just berely noticable thats its moving. It sat in his warehouse for almost 2 years now. About 3 months ago he dropped the trans pan and put on a new filter kit and fresh fluid. He didnt get it flushed, but just got out what was in the pan i guess. The old filter was pretty cruddy. He put it all back together, and it still does the same thing. He had got a quote from a local salvage yard for about $150 for a used tranny and about $400 for a mechanic to put it in. My question is, what could be causing the tranny that's in it now to still be "slipping". Could it need a flush? Could something be burnt out in it if it was starved for fluid since the screen was clogged pretty bad? Im thinking of buying it and fixing it to be my beater car, and id like to get some ideas on easier ways to try and keep in the one thats in it now and get it working. It was some older woman's car and after it started doing this, she left it sit for a little then sold it to my grandpa. We dont really know much more than that about it. He bought it and intended to take the front bumper off it for his other camry, but this one is nicer than the other, and would be a shame to part out. Any help would be appreciated.

it could be a bad torque converter. that or the trans is stuck in a higher gear, possibly third.

bad pump or burnt out clutches is my guess. i actually have a parts car that im getting trying to get rid of cheap.

Don't know what tranny's in it. My '92 had a similar problem, barely moved at first but after about 30 it was ok. For me it was one of the solenoids. With pan removed there were two wires visible one white and other black. They go the the shift solenoids. Might be worth checking. Anyone know if the '90 can read the codes by shorting the TE1 and E1 pins together? See if there's a rectangular cover under the hood marked "diagnostics". Mine has a 2nd one under the dash left of column which is round.
