If not then theres something wrong with the ECM that kicks the fan on when a certain temp in reached. Im not sure of the temp but once your engine gets to a certain point the ECM kicks the fan into action.

goint to replace both relays tonight. Can't imagine why both would go at the same time. probably not the problem, but will start there. It'a a 4 cyl. I found 1 temp sensor at the bottom of the radiator. are there any more?

i dont know about the gen 3 but in the gen 4 i know that my camry will somehow keep the fans on constantly if the relays are shorted in any way, like bad wiring.
Thanks Mike, I'll try tapping the relays. According to Haynes the temp sensor is "open" in the Fan Run condition and "closed" in the Fan Off position. seems backwards to me. I removed the connector from the sensor and placed a wire to bridge the connector but the fan still ran. I don't believe the relays are bad. Checked continuity on the relays without 12v and it checked out good. I'm lost at the moment.
