4th Generation 98 camry front upper strut bar installation...help?

98 camry le

I just bought a front upper strut bar from ebay for about 30 bucks. 2 quick questions:

-can I install this strut bar with the car parked normally, or does the front have to be raised up?

-so its basically just a bar with two circular brackets on each end...if you drew a line from the center of one bracket to the center of the other, the actual bar would not be on this line- it is shifted to the side a little bit....now I need to know which way you are supposed to install it- with the bar closer to the front of the car OR closer to the windshield of the car...it fits both ways...my guess is that if I put the bar closer to the windshield of the car, the hood might not be able to close....just wanted to confirm with the experts...let me know guys

are you asking if you need to raise the car to install one of theese?? that go on TOP of you struts/shocks????
