Canada GEN 4 to Gen 4.5 DRL help

Hey guy's, I'm doing a Gen 4 to 4.5 conversion and I want to use the inner lights as my DRL and use the main Lamp as headlights seperately. The Gen 4 uses 1 lamp for DRL and Headlights. I have Xeon's and in Toronto every car must have DRL's and I've blown my HID bulbs because i didnt disable the stupid DRL....... Now i just want halogen DRL and HID HEadlight

I just bought my camry,so i'm not sure but , on most cars, the drls use the high beam bulbs, so then you would have halogen drls and high beams and HID low-beams.

What I do is leave my fog lights on all the time (Catz MSR), and treat them as my DRL. I also did the HID conversion but I disconnected the DRL, so to increase the life of the HID bulbs.
