lazy downstream o2 sensor...

i've got a lazy downstream o2 sensor, bank 1, sensor 2. i can graph it and it stays around -1 to -2 volts almost a straight line varying only slightly with acceleration. the cat's new. i have no symptoms from this that i can say are directly related. does anyone know if these early narrow band 4 wire heated element sensors have anything to do with the fuel trims or not? the only symptom i think i can attribute to this is the fact it's very hard to get the catalyst system to go ready after a code reset of the ecu.
thanks to anyone who can shed some light on the impacts of this sensor not responding correctly.

No it doesn't. That sensor is only designed to see if the cat is working. Fuel trims are controlled at the manifold sensor.
