Depending on the year it lets you jumper different connections inside to flash trouble codes from different systems or put them into 'check' mode to set faults more easily or it lets you access some sensors directly without backprobing the wires at the sensor or computer.
This port is very useful for DIY. I've gotten codes for engine, airbag system, cruise control, and transmission. In addition you can jump terminals to turn on the Fuel Pump.
Do a search for a list of all the codes (print it out to keep with you) in order to interpret what direction the code is pointing you.
