3rd Generation Clean Old/Dirty Headlights to Clear?

I have a 1994 Toyota Camry and the headlights seem pretty yellow, even after replacing all the bulbs on headlights. I do not wish to buy a new clear headlight set for it, so is there any way I could clean the inside out, possibly sand the whole headlight with fine sandpaper and coat with clear spray paint?. I have not opened the headlight or taken it out yet, so i want to know if there is a way to open it so I can reach the inside of the headlight.

Most likely the yellowing is on the outside. Most Auto Stores have headlight cleaning kits that DO include the sandpaper,

what i did was wetsand them and polished it. removed all the yellow and now my lights are clear.
