ABS light on, code 36, 71

a while ago, i was making a u turn, then my 94 v6 camry abs light came on, not suspension work related
today, i had a chance to follow the service manual, removed short pin, jumped TC to E1 in DLC1, and initially i found the abs light flashes 11, 31, 36, 37. i also proceeded to check speed sensor signal jumping TS to E1, and after driving it at 40mph, the code returned is 71.
according to the diagnostic trouble code chart

11 = open circuit in ABS control(solenoid) relay circuit
31 = right front wheel speed sensor signal malfuction
36 = Open circuit in right front or left frear speed sensor circuit
37 = Faulty rear speed sensor rotor

71 = Low output voltage of right front speed sensor.

i also tried to clear the code by pressing brake pedal 8 or 10 times within 3 seconds.
now i am left with code 36, rest of the codes are gone, and i also check the speed sensor signal again, and code 71 still there.

any expert out there, with abs code 36 and 71, should i check the abs sensor wiring on my right front first, or just proceed buying a new $100 abs sensor,
low output voltage on speed sensor mean sensor is bad? or just because bad wire open circuit?
thanks
