Canada 99 Camry Power Steering Hesitation

99 Camry 4Cyl 2.2L Sometimes when I slow down to take a turn my power steering seems to fail... I have to turn hard on the wheel and it only seems like it when I'm slowing in for turn and then its OK again??? Happens maybe for a couple seconds 1 o2 times a week and I drive everyday. No unusual sounds like belt slipping and belt looks ok! I did have a KROWN rust protection done and they spray everything around engine! Any ideas???

Check belt tension and power-steering fluid level. If no problems are evident with these two things, report back for more ideas.
