Unhappy Communication Port Doesn't Work

Just went to get my car inspected in NY and my mechanic hooked it up to his computer but could not get a signal from the computer at the com port, i believe its com port #3 if im not mistaken, it is right below the steering column on the left side. My mechanic, and I checked the fuses, they all are good. I am stumped and so are my mechanic. Any ideas? I want to avoid takig it to the dealer. Any help is appreciated, thank

Com Port #3 has everything to do with the computer, not the Car. The OBD II port doesn't need fuses, it should be connected to the ECU Directly, sounds like a computer problem.

Oh, OK, so the ECU fuse doesnt have anything to do with the port.

Replaced the computer last night, still same thing today, no info from DLC #3. It's at the dealer now...I'm hoping its just a loose wire
