check haynes manual pg. 3-6, it says to jump terminals E1, and OP1 - fan should run at 1100 rpm. its prolly best if you check a haynes manual. the coolant temp wensor id the only sensor the ecu uses. (the fan is controlled by the ecu)

But i don't know where to get a "haynes manual",i bought this second hand car, without any user manual, and in our country, this kind of manual is very difficult to find.i have send it to several repairs but always gave me a wrong judge, they didn't know where the unit is on,what function it has...,money spend but the faulty still..
szalex,
sorry it took a while for me to get back to you. again, this is from my 2000 camry LE I4, things may be different on your camry.
here is the check list:
1. coolant temp sensor.
2. engine fan relay.
