Serious gas tank problems

My mom has a 98 Camry LE, 2.2L 4 cylinder, auto. Lately it's developed an EXTREMELY annoying problem. When you fill the tank, you have to dribble the gas in otherwise it splashes back up and hits the automatic shut off on the gas pump nozzle. A quarter tank will take at least 10 minutes.

My dad and I pulled the filler neck, there were no obstructions whatsoever. The valve on the tank body moved freely. The other day we took the car to a shop and blowing compressed air through the lines did nothing as well.

Can anyone offer any insight as to what might be causing this?

It is likely that the charcoal cannister is saturated with liquid gasoline. It is only designed to absorb gasoline fumes. The usual cause for this is habtually topping off the tank after the pump clicks off. Trying to get those last drops of gas into the tank, will force the excess into the cannister. Dealer repair on this is probably over $300...maybe $400! We had the exact same thing on the exact same car.

The tank needs to vent when filling with fuel. There should be a vent line(s) going from the top of the fuel tank to the top of the fuel intake pipe (where you put the fuel in). See if these pipes are pinched or plugged.
