Sticking windows and California mods

1. Practical question: My 1999 Camry windows are 'sticking.' The left rear and front right so far, but I expect the others aren't far behind. Sometimes I can 'pull' the window up while activating the power window switch as the same time. Other times, if I turn the car off and on once or twice it seems to reset something and the power windows will work. Suggestions?

2. Not practical, but hopefully more rewarding: What the hell can I do to my 4-cylinder to get more power from the critter while still keeping it smog legal in California? Right now, I'm 100% stock, so any and all suggestions are appreciated, as long as it keeps my daily driver on the right side of the SMOG rules.

Sticking as in the motor runs and the window does not move or motor not working at all?

On the engine mods do a TN Camry history search as this has come up a few times.

1. If window motor power seems to vary in strength, and it is happening on more than one window? The only answer i can think of is a worn switch that is not letting enough power through to the motors. (im assuming your car has driver controls that let you move all the windows from the drvier's seat). You can easily test my theory: If the door switches make the window work fine and the driver's window switches dont - then you have found the problem.
If this turns out to be the case, you can just pop in a used switch and save some money. If there is a "pic your part" junkyard near you you might solve your problem for about $2 or 3 dollars, just pick up a couple used switches (2 or 3 in case one doesnt work).

Injen makes intake for your car that is CARB legal in all 50 states and a muffler wont hurt your emissions either. other than that you cant do anything else legally here and with those two mods you wont get much performance either, maybe like 1-2 fwhp. problem with the muffler is that a cop can still pull you over for it and give you a fix it ticket because the sound coming out of your car has to remain under 85 db and a muffler will make it go over although you can still get a smog check and everything and still remain 100% smog legal. when i got my intake i didnt notice a difference in power, just in sound and with the muffler, same thing applies.
