Australia Timing - Tune up

I had a head gasket done on my '94 2.2L last year and the guy who did it tuned it with the knock sensor off, when I got it home I reconnected the sensor and tuned it by ear as I didn't have a timing light.

I have thought the timing was off and it is using a extra fuel 12L/100km (19mpg)

today I got a timing light form a guy at work and I checked it, with the E1 and TE1 pins shorted it was at 8ºBTDC (I adjusted it to 10º) but with the link removed it is at about 5º, my manual says it should be 13º-22º

so the question in why isn't the advance working under normal conditions?
