The housing is aluminum the bolts are steel; they may be frozen in the housing. Here are the usually approaches from removing stuck bolts.

Apply heat to the nut end and carefully to the housing (a small propane torch might work on the housing). Don’t get the housing too hot, say about 250F.

Penetrating oil, if not on hand try using ATF fluid and acetone (nail polish remover) in a pinch. Best to use a 6-point socket to prevent stripping. If you only have wrench add a cheater such as a piece of pipe for more leverage. Or hit the wrench with a large hammer, put something in between such as a block of wood to deaden the impact.

Might do a TN history search to see if someone else had issues with removing the rack and pinion or stuck bolts.

Sweet, thanks a lot man. It worked. the heat helped a lot. also got some PB penetrating lube. a little elbow grease some heat, some penetrating lube and some time did the job well. went from using insane amounts of strength and failing to using large amounts of strength and succeeding. so thanks for the tip. worked well.
