Hydraulic fan not working on 93 camry

I have a 93 camry v6 with 130k miles on it.
Everything has been going fine untill it started overheating at the end of a 350mile trip yesterday. I quickly turned the heater to max and blasted the air bringing the temperature to just above normal while sitting in traffic.
Today I found out that the Hydraulic cooling fan is not spinning. The car overheated just running in the driveway.

How do I fix this?
Where do I start?
Is it the fan itself or the valve that feeds the powersteering liquid to it?

Please help.

Thank you,

Boris.

Yes when the temperature gets close to red line the coolant starts to boil and overflows.

How is water in oil related to a hydraulic fan not working???

The mechanic said that its most likely the valve which is attached to the power steering pump and they woudl have to replace the entire thing

Any suggestions.
