Need some ideas on what to do with this?

Hey guys, just need some suggestions on what to do with the back of my car because it's not looking good and that's where the problem lies, the rest of the car is in good shape just the rear bumper is losing it, this is what happens when you live in NYC. Need to know if just repainting the rear bumper will be good enough.

Ohh this is my favorite spot- I got this spot by a driver who's double parked and all of sudden starts to park the car while I'm next to him and this is while I'm waiting for the redlight to change and I've been in that spot for awhile .
Also what can I do to this tail light, I noticed that it is uneven compared to the other and what to fix this, do I need to buy a new tail light or what? I haven't been in an accident so I guess the car was like that when my pops went to get the car.

as far as the bumper u can clean it, sand it and hit it with color match spray paint or clean it sand it, prime it and then take it to a shop to have them proffesionally paint it.

id pull the tail light and inspect it for any damage on the mounting points. u may be able to fix it.
