4th Generation Not HID

what is the highest K i can go, the brighest i can get just with halogen headlight bulbs, by not going to install HID in my 2000 Camry, and

if i did install HID, is it safe, or will it burn out my housing?

u can go as high kelvin as they make bulbs in that kelvin temperature.
remember that just because its higher kelvin doesn't mean its brighter. kelvin is only a colour rating.

if ur looking for lights that put out the most lumens with the same power, around 4300k will give u that.

HIDs will not burn out ur housing but will melt your wires unless you get an upgraded harness that can handle the power drawn and u also need HID projectors retrofitted to aim the light properly

stock Wattage with high Kelvins = dim bulb
higher Watter with high Kelvins = brighter bulb

silverstars are pure white ~ 4100k or 4300k i believe but not a hint of blue like HID

if you get a HID, it wouldnt burn your headlights. HID on camry's gives a nice color, but since camrys dont have the right headlight housings, the light wouldnt look as crisp as a mercedes, lexus, acura etc. If you want a perfect color and output, get HID and projectors. If you want the cheap way out, buy a halogen that gives you a nice color but also not so much of a kelvin that makes a dim output.

doesnt matter if you buy $50-99 halogen bulbs, they're all around the 4,000K temp.

Don't spend ridicilous $$$ on halogen bulbs.

do you have a chart of those with low beams? High beams personally dont matter too much to me since i barely ever use them.
