ok lets see. shocks, springs(or just coilovers), rear sway bar(important), strut tower bar, bushings and mounts. that about covers it. but it all depends how much u wanna spend. coilovers are serious performance and drop control, while a spring strut combo is a little better for daily driving since u can mix and match products to get the desiered drop and stiffness.
well u must be a little hard core to wanna, and actually soup up a camry bit ive seen some really nice avalons in my day. wish i had a pic of it but i sware it would rival a benz. s/c'd, good suspension but still vere tame, really nice wheels, sweet ass lip kit(must have been custom) and a killer interior but not over done.
Sway bars are the most important and then get better grippier tires.

for $400 you arent going to be able to get NEW struts/springs and a sway bar
just to give you an idea, new springs for MY car are $240 ... new struts are about $300 ... and a new swaybar runs a little under $150 [total comes to about $750ish with accesories]
however, if you find someone selling struts+springs on the website, you can probably get them both for $350ish that have barely been used ...
