unplug the coolant temp. sensor on the coolant outlet on the top drivers side of the block next to the head. theres 2 sensors there, 1 wire plug is for the sending unit for the dash gauge, the 2 wire plug is the temp sensor. if you unplug that and the fans go on then that means that sensor is no good.
there is also a secondary sensor at the bottom of the radiator, as mentioned above. and of course the fan relay and fuse. they are easy to test with the instructions provided in the repair manual.

Check this out first, normally it's the switch [it's not a sensor, it's an on/off switch].
There is no "secondary" sensor for the fan however, the only switch is on the coolant elbow.
If unplugging the switch turns the fan on, it's the switch.
If not, it could be the relay or AC pressure switch.
Other than that, it's either the fan motor or something else in your wiring.
1999 Camry. I'm having the very same issue: neither of the radiator fans are coming on. The fans should come on if I unplug the coolant sensor for the coolant fan system? Looks like the connector is at the top (drivers side) near the radiator. How do these connectors come apart? They are light gray in color. I don't want to force it apart and break it.

One way around this problem is to use a file download program such as GetRight. Install and activate the Drag and Drop button. Then just drag the desired link over to the button and save. ... Fairly straightforward.... GetRight is voluntary payment .... I paid something years ago. .... Fairly solid program. ... If you use the Firefox browser, you might have to install a download manager such as FlashGot. .... Still, it's a fairly simple setup.

I think I got it figured out. Unplugged the coolant temp switch (at bottom of radiator) and both the fans came on, so it must be the switch itself.
Sure helps when you have the repair manuals to look at.
