3rd Generation AC/ air vent troubles

My 1993 Camry V6LE has a problem with the air vents that I hope someone could give some advice on.
With the AC on it blows cold on the PS center vent and vent by PS door but the DS and DS center vent blows partial cold air.
Is there a damper that is not switching all the way, if so where should I look. I have the Haynes manual but it does not show much other than testing the switches.
Thanks

I looked at the online manual and it show that the two center vents are fed from the same duct line. I noticed that this manual is for the North American made Camry and mine is Japan made.
Does anyone know if the vent ducting is different NA vs. Japan made?
There must be some reason I am getting much cooler air from the passenger side center vent than the drivers side center vent?
