Well since im going to be turboing the camry i really dont want to put a cat on unless i absolutley have to. Reason being is that since its obd2 and once i remove the cat/manifold and replace it with the 3sgte manifold nothing is going to be there.
So my question to you is what can i use to fool the ecu that the cat is still there and what do you guys recommend. O2 simulators?

stang guys use a thing called mil-iminaters or milliminators or somthing like that. it tricks the ecu in thinkin the emissions are right. dont know if it works on other cars though.
If you plan on keeping the car legal, I don't think you can pass inspection without one.
I'm pretty sure regardless of smog tests, you'll fail visual inspection.
If you're using a test pipe, that's probably not an issue.
URD Simulator or you can try that Anti-fouler trick to space out the o2 sensor.
Link please

So how strict are the emission laws in NC? Here in Texas you just go to the "right" side of town if your car won't pass inspection, even the better ones they just check lugs, airbag lights, etc., registration, lights and you're good besides of course brakes horn and that crap

Well heres the deal, i have a shop, theres an inspection place right next to us, they know me, so in other words i can pass with as much illegal shit on my car as i want... as long as the light is off of course

If it's visual why not just bust the cat out so it's there, but not really. or ask your connection if they can reset the computer so it's not on when they inspect......my cousins civic had the light on because of a slow leaking o2 sensor on his 96, but the guy he knows resets the computer then hooks it up to the machine while the light is out so he'll pass

Impossible, theres readiness monitors that reset when you clear out a check engine light. You cant pass when theres like 7 monitors that are not ready. The most you can have not ready are like 2 or 1 depending on year. So if you clear a code you have to drive the vehicle for the readiness monitors to reset than you can get it inspected.

i'm not sure how they work it , but i know his check engine light is on now and he's inspected i'll ask him exactly what they do. i do know when they clear it stays off for a couple of days then comes back on
