Yes.
It looks like you have a manual with the procedure. Anyway, you need to turn the adjuster until you cannot spin the wheel, then back it off until you get the wheel to spin freely. You may need to use a small screwdriver to also push the adjuster off the adjuster wheel as you back off the brake. If this has not been serviced for a while you may need to remove the drum and clean and lubricate the brake parts. Stiff self adjusters don't work very well.
I remove the drum then spray with a garden hose (use mask as there may be asbestos), then use compressed air to dry things off. I then turn the adjuster to expose the threads, clean them with Brake Clean and lub with anti-seize. You can also use a screw driver to pry the shoes away from the backing plate a bit and clean and lub the contact points where the shoes slide on the backing plate, usually three points. I also lightly sand the drum and clean with Brake Clean. Put anti seize on the point where the drum contacts the hub and if the drum has threaded holes, anti-seize them as well.
