you shouldnt have to touch the bumper ... if its anything like my gen3, then you have to remove the corners, then remove somewhere between 4-6 bolts to remove the black housing that holds the headlight
however you dont need to do any of that if you just want to replace the bulbs

looking to take the whole housing out and swap for another?
just need to remove the side blinkers first and then the rest will be very obvious to you.
removal of the sideblinkers could be very difficult tho...
once you remove the one black pin under the hood securing the corner housing, you'll need to push or pull towards the front of the vehicle and it should slide and pop off.
in this picture u can see the two 10mm bolts on the frame on top for the headlights. and part of the plastic clip for the sidemarker you must pop up and off with a flathead screwdriver. Once the sidemarker is removed u will see one last bolt hidden below the bumper cover area (it'll be obvious). I think its just 3 10mm bolts that need to be removed.

but i was thinking it would b better to revive then to create a new one
SO, i unbolted the 3 10mm bolts, but the headlight is still not coming out.
i am removing them because my adjusting tabs are broken, and the beam is adjusted too high.
i am removing them and have a pair of replacements ready.
can someone please give me a DIY tutorial with pictures, i REALLLY need photos or video. without them im lost.
i know that once the 3 bolts are removed the lights should just come out but its not.
i dont think that is the problem, but i will give it a try tmr.
my problem is that even with all the bolts removed, it will wobble in place but i cant pull it out.
btw when i get a new pair of headlights, i assume that there will be new adjusting tab and screw as well. meaning that i will not be using any of my old headlight pieces.
I can tell you getting the corner lights out for the first time was a real pain in the ass on my 2000 camry. If you still have the owners manual it explains how to remove the corner light in order to change the bulb. The plastic snap was super tight, and the first time I was able to unsnap it coming from the top.
It might help since you don't have the new headlights to see the piece that also has a bolt.
so there are 4 bolts,
2 on top
2 that are shown when u remove the corner.

i only saw one under the corner, but will take a better look.
BTW i have a 1999 Camry, dont think there is a big difference but yea.
I haven't worked on any GEN 4's just my GEN 4.5 to change the stock headlights with Black halo lights. I do remember once trying to get the headlight out without first getting the corner light out. What a pain.
But once I saw the picture of the black halo and saw that there was another bolt under there, it made sense.
