Hard is a relative term. Search for other posts on filter change and you will see it can be hard, mostly because of the tightness of the connection bolts. The bottom one seems to give the most trouble, I think because some people turn it the wrong way. drunken_panda has a point - do you really need to change it? I bought my camry with 138K on it and no service information. For me the labor was free and the part about $10-$15 so the knowledge it was done and would not give problems was more important. I would not worry about the one in the tank. It's just a screen that keeps rocks out - if that gets blocked you really have a problem. I don't think a qualified mechanic should charge more than an hours labor. The only way to check the condition of the filter would be to do a fuel pressure drop test across it, which is not really feasible.
