Gen3 steering column gone bad?

Well, my camry is reaaaaly starting to show her age.

Here's the problem... When i am turning the car slips a little bit to the outside of the turn and then the steering is fine. It feels like i hit a dead spot in the steering radius...

It's kind of hard to put into words what is happening... but when I am just sitting at a stand still, and i turb the wheel... I hear a click, and the driver side wheel seems to click back in place.

I just replaced the axle not too long ago, but maybe something with the steering column is broke?

Thanks in advance for any advice...

so i took a looksy this evening... the entir column (the pipe looking piece) shifts back and forth. The bolts slide... i tightened them but i could only tighten them slightly because it is near impossible to get a wrench around the nut closest to the stablilizer..

The bolt has a clete, or arrow shaped piece of metal, what is this for? It almost looks like the clete hold the bar from sliding...?
