Working from the "simplest explanation is often the best" vantage point, I'd look for a rock in the tire, as xtreme said. One good sized rock sitting in a tire groove can make some annoying noise.
Here's some fun with Math:
The tires on your car are about 80" in circumference (assuming 205-65R15's), which is to say with every revolution of a wheel you move forward 80 inches. At 10MPH, your car is moving about 176 inches per second. So if it's something on the tire, you'll hear it click 176/80 or 2.2 times per second. Roll the window down and drive at right about 10MPH and see if this sounds right, that you're hearing the click about twice a second. You could use a stopwatch, or use the old One-Mississippi, Two-Mississippi method.
Or, you could just feel around the perimeter of your tires for a rock. But where's the fun in that?
If you DO hear it that often, it just says it's potentially related to wheel revs... it could be a warped rotor clicking on a pad... a bad spot on a bearing... who knows. Just start simple, though.
